Committee Description
The Kremlin Directive is a special crisis committee set within the inner chambers of Soviet power, where delegates assume the roles of prominent Politburo members, People’s Commissars, military commanders, and party secretaries. Unlike conventional MUN committees, this body does not operate through open resolutions; instead, delegates are issued classified directives — strategic, political, and ideological mandates that originate from the highest levels of the Soviet apparatus.
The central task of each delegate is to scrutinize these directives, debate their legitimacy and practicality, and collectively determine whether they are to be adopted, amended, or rejected outright. Where a directive is agreed upon, delegates must further deliberate on how it is to be executed — defining the means, assigning responsibility, and anticipating consequences. Dissent is permitted but dangerous, consensus is powerful but fragile, and every position taken shapes the course of the Soviet state.

Esteemed delegates,
Welcome to the Kremlin Black Directorate at AAMUN’26! I’m Christina Imseeh, a junior at the International Academy of Amman, and it is my honour to serve as your president for this conference. I am confident that, with the support of my deputy president Faisal Abdulqader, and my chair Karim Younis, this experience will be one to remember.
The Kremlin Black Directorate (KBD) is a special crisis committee, one in which you will be taken back in time to 1983 as real Soviet government members. Assuming these roles, you will be making decisions, debating, and taking actions as they would in order to take on the challenges you will constantly be presented with. With that being said, it is your choices and creativity that will shape the direction of the committee, which is what makes the KBD so special.
This committee embodies the theme “The Velvet Collapse”, as you will be stepping into a period where the Soviet Union is facing increasing tensions both internally and internationally. As members of the Soviet government, you will have to work together to deal with these challenges while also managing the pressure that comes with your positions. Throughout the committee, your decisions will directly influence how events unfold, and there is no way of knowing where the crises may take you. I encourage you to be creative, think outside the box, and most importantly, have fun with your roles.
Delegates, I have complete faith in each of you, and I believe that over these three days, you will all rise to your full potential. I look forward to witnessing the passion, diplomacy, and determination you will bring to this committee.
